Civilian Monitors

As stated under Part 7 of The Police Services Act, a civilian monitor is responsible for monitoring the progress of an investigation conducted by the Independent Investigation Unit. A civilian monitor is requested by the civilian director of the Independent Investigation Unit and assigned by the chair of the Manitoba Police Commission.

Using civilian monitors is mandatory in cases where the death of an individual may have occurred as the result of the actions of a police officer. They may also be called in at the request of the civilian director, to monitor cases in which serious injuries have occurred. Civilian monitors receive training arranged by the MPC.
